Demolish Favelas, Build Apartments?

Would it be feasible in Brazil to demolish the favelas and build cheap "megabuilding" style apartments? Would this improve quality of life or ruin it? Would it bankrupt the entire country or be cheap in the long run? Would folks even want that? Any other questions I should be asking?
