New homeowner, is this fair?

Newly purchased home. Had a chimney inspection and results came back that clay flue joints need repair. Pitching Heatshield. Also crown has cracks/webbing and cracking caulk. Do you think all this work is needed and are the prices fair? Says I shouldn't use fireplace until this is all fixed. Quotes at end of photos.
