Can I complain in rbi ombudsman?

I applied for airtel axis card last month, in video kyc the person said video kyc is done successfully and I will receive card in 5-7 days.

But after 5-7 days there was no update. I mailed the bank they said complain is registered and wait for 5 days and this same reply I got after every 5 days.

Now 50 days has gone till kyc and over 35 days from doing back and forth with the bank via email.

Can I file complain in rbi ombudsman for my credit card application status ?
