Did my handyman mess this up?

My handyman gave me a good price on resurfacing my porch, re-building my steps and walkway. He is reputable in my area and has great reviews.

Overall the work is pretty good, but is it a bit weird that he added a 7 inch tall "step" at the front of my walkway? I thought he was going to taper it so it's roughly even with the road. There used to be two steps and I said to get rid of those, but how bad is this...thoughts?
