Almost ran over a homeless guy walking on the inside lane of the parkway

Was driving south in the left lane on the parkway between Drake and airport. The section where they’re no street lights in the median. I glanced away from the road and when I looked back, this guy was walking I think southbound just off the left lane in the tiny sliver of a shoulder with a shopping cart. Swear I was like 2 feet from ending that guy. Called the cops because I didn’t want someone to ruin their Christmas by killing that dude.
