If you could give a character their own special tuning, who would you do it for?

Helpfully I worded it in a way that's understandable, and this is something I'm surprised hasn't been mentioned much, however if it WAS possible to put Rapid toga's special tuning on rapid toga, would you? Same for strike Dabi's tuning on strike Dabi, do you think some characters actively get hurt by being unable to do this or do you think it helps keep things balanced.

Especially with how characters like kendo could really benefit from using her own tuning too, to help herself out of situations the same way others use hers to begin with.
