Program Evaluations

Hi I was wondering if someone could help me. I requested letters of rec for all 9 of the programs I want to apply to from 4 evaluators. I don't want to submit all 4 but I can't figure out whether I can pick which 3 I want to send prior to or after submitting the application... help...
