Need For Speed: Heat (from dodi repacks) stutter issues

I'm getting frustrated as to how no one has given me a fix to this yet nor i have found one myself im on GeForce GTX 1060 3gb Intel i3 101007 12gb Ram Everything is recommended except for the ram anyway here's the problem

I have msi afterburner and RTSS installed have the fps limited to 60 and everyime a chase starts or when free roaming i get fps stutters and its so annoying im getting mad putting the game on fullscreen actually helps a bit more but im getting tired tbh smbd please lmk if you have a solution (Im playing on medium/low settings)
