low fps on decent pc

I'm getting like 200-250 fps on a 7800xt witha ryzen 7 5800x. My gpu is only utilized 70ish% and cpu is 60%. While benchmarking in the graphics settings my gpu is used fully and im etting like 400 fps on low 1440p. Does anyone know any fix?
