Should I ask my friend out?

guys I need some advice

so basically, I like a guy. He’s my schl friend. Occasionally we do chat. i caught feelings for him while in school. And my classmates even shipped us both together. But he always changed the topic. it’s been almost two years since this incident. I still like him. When we chat, he tries to make me jealous by talking about other girls. But he doesn’t have any gf as of now. he says he isn’t interested in relationship stuff and all. So ibe been thinking to tell him my feelings but idk if he likes me back or not. I’m pretty sure he knows abt me liking him.

additional info: before him, I propposed other guy(the feelings were mutual but he was moving out of country so he didnt commit) . My present crush knows abt this entire story. so should I ask him out or not?
