Setting up a tank for the first time

I’m getting a Betta soon. I went out and bought a bunch of stuff lolol. I rinsed everything before i added the water but it’s still all muddy looking. Is this normal? I kinda just dumped the water in there. I tried siphoning it first but i couldn’t get the siphon to work lol
