Reading the reviews, I think the main problems of civ 7 is U.I. But what is the reason they keep it this way?

I mean, literally every youtuber and reviewers criticized the U.I from the very beginning. But why don't they fix it? Don't get me wrong, I fully understand that developing U.i is not easy, but it doesn't seem like there was even a change.

I love the mechanics of civ 7, so I really don't want it to get underpraised because of the U.I. Can you guys at least tell us the reason why the U.I hasn't improved much?
