Can't choose legacies

Crushed the Exploration age and I should have eight legacies to spend. Only one showing available is the capital switch. I've cycled through all filters, restarted the game and still nothing. I can't even go back to an autosave from before the Age change because the autosaves deleted with the era shift.

Anyone with a solution?
