What exactly is Trump doing with the tariff wars?

Is it a genuine attempt at re-industrialisation? I've seen the smart left wing people claim it's some sort of power play at the end of the empire. How does taxing imports (non targeted, as a smart industrial policy would do) benefit the billionaire class?
