Fiberglass chair restoration help.

So me and my mom are restoring some old tulip style fiberglass chairs. Some of the hardware was so rusted it snapped when we removed the bowl from the base.

Any one know any solutions to reattach the bowl to the base?

2 of the 4 bolts snapped when removed.
