KOF XIII Steam Edition crashes during launch

Looking through Steam discussions, it seems that I'm not the only one with the problem. I run the game, only white screen shows on the window and then it crashes, no sound.

I tried runnning it as an administrator, I tried to launch it with the options of -v and -w AND excluding the game folder and .exe file from the antivirus and the same thing happens.

Seems to be an update issue with WIndows 11 but if anybody finds a solution please tell me.
