Im getting low/unstable fps in NFS Heat

My PC is a 2700x at 4 GHZ with 32gb of ram and a RX 6750 XT.

NFS heat is installed on a NAND ssd

Im getting frame drops from 90 to 60/70 when i transition from a loaded area to an new one and janky movement at 3440x1440 medium high settings. even at 50% resolution scale its not that much better. Is this just an unoptimized mess of a game?
