Alexandria 10/21 am hours

1 am woke up to a lot of road and engine noise. Went to check it out and it was some clowns doing half baked donuts in the N Beauregard and Seminary intersection. And they were at it for at least 15 minutes. Cops came eventually but people were making a barricade so these people got away. Is this a gang?
