Rtx 4060 and frame gen

Looking to upgrade to an rtx 4060 (huge upgrade for me). However, I can get a 3060 ti or amd card for around the same money.

Question is, how good is frame gen on the 4060? If anyone can share there experience. My Friends day they are not having a good experience on demanding games with frame gen (1080p).

This is tipping the scale towards 3060 ti (can get used, cheaper and better performance) or 6700 xt (more vram, but no dlss)

Also, how good is dlss on 1080p, is it worth it? I'm upgrading from a gtx 1660 ti. Thanks.
