Title Holding State?

I’m posting here because I keep getting told opposite things depending on who I talk to.

So I’m trying to sell my car in Oklahoma. Dealer says I need to give them the title to sell the car. I don’t have the title because I have an active loan on the title. On Oklahomas website, it says they are a title holding state, meaning they send the titles to the lienholder. But when I called Oklahoma, I was told I just need to reach out to my lienholder to get the title. The lienholder says they will not give me the title until I pay off the car.

I don’t even know who’s correct or who to talk to figure out this situation. Anyone sell a car recently (like since it has become a title holding state) and know if I can actually get the title or if I can just sell the car without having it? Thank you very much.
