World pvp on Roll play server

Hello colleagues, I want to start playing turtle wow and I have seen that the roll play server is very full so I am going to play on it. I am a player who likes to do world pvp from time to time and the question is: if I find, for example in STV, a player from the opposite faction, will I be able to fight against him? Or only if we both have pvp activated?
