[TOTK] Farosh is seemingly gone, and no matter how long I wait, he won't appear on his flight path.

I engaging with farosh pretty early on in the game and managed to grab a scale, I need a claw to upgrade an armor piece but no matter how long I wait for him, he does not appear on the flight path. I am at the point in the game where I've joined up with Yunobo and am making my way to the second dungeon. Is there something going on that would have despawned him? Please help, thanks.
