is draven unfair to other ADCs?

ı don't play ADC because everything counters this role so its pretty boring, but when ı look from an outside point draven seems straight up unfair to other champions of this role, most ADCs are balanced to be strong at early game or late game, and then there is draven who just one shots you at every point of the game with shitload of movemet speed. ı don't understand this role so don't roast me
